The National Development Plan (2018-2021) formulated by Government through an extensive consultative process, thorough reviews of all sectors of the economy and society, and presented in this document, outlines government’s response to these deep-seated challenges facing the country. The National Development Plan document is in two parts; PART I outlines the plan framework, which includes the vision and goal of the plan, its strategic priorities and enablers, as well as the accountability framework and the cost of the plan; PART II covers the detailed situational analyses that underpin the plan priorities.
There is increasing awareness of the need to strengthen statistical capacity to support the design, monitoring and evaluation of national development plans. The National Strategy for the Development of Statistics (NSDS) is designed to achieve this goal. The NSDS II has been designed using international best practice which involves getting a “buy-in†from the political leadership, decision makers, MDAs and development partners. The Plan is aligned to National Development Plan (NDP 2018-2021) and international statistical principles and frameworks. A “bottom up†approach has been used by requiring each of the 11 MDAs covered to produce its own sectoral statistics strategic plan. The sector plans were then used as building blocks for the - year activity plan of the NSDS II.
