This Stakeholder Engagement Framework (SEF) is prepared for the Harmonizing and Improving Statistics in West and Central Africa (HISWACA) Project; specifically, the SEF is prepared for the first Series of Projects (SOP) of the overall project (HISWACA-SOP1) that focuses on supporting eight (8) West African countries: Niger, Benin, Guinea, Guinea-Bissau, Mali, Mauritania, Senegal and The Gambia. HISWACA-SOP1 will also support three regional institutions: Economic Community of West African States (ECOWAS) the African Union’s Statistical Institute (AU-STATAFRIC), and the West African Economic and Monetary Union Commission (WAEMU) to coordinate and advocate to improve comparability and harmonization of statistics. The HISWACA- SOP1 aims to improve the statistical performance, harmonization, and data access and use of participating countries and regional bodies in Western Africa Region (AFW) and to support the modernization of their statistical systems.
This umbrella-Labor Management Procedures Framework (U-LMPF) is intended to address the specific labor related risks and impacts that are anticipated to occur because of the implementation of the Harmonizing and Improving Statistics in West and Central Africa (HISWACA) project. The LMP sets out a formal system by which the Project Implementation Units (PIUs) in the beneficiary countries and regional implementing Units (RIUs) and project contractors will manage and implement mitigation measures to avoid or reduce impacts on workers. Labor Management Procedures (LMP) include the policies, rules, regulations, procedures and competencies which govern and regulate the workforce including skilled, semi-skilled and unskilled workers in an agency or organization.
This Umbrella Environmental and Social Management Framework (U-ESMF) is developed for the Harmonizing and Improving Statistics in West and Central Africa (HISWACA) Project: Series of Projects 1 (SOP1). SOP1 countries and regional institutions are the Republic of Benin, Republic of Guinea, Republic of Niger, Republic of Guinea-Bissau, Republic of Senegal, Republic of Mali, Islamic Republic of Mauritania, Republic of The Gambia, African Union (AU), Economic Community of West African States (ECOWAS) and West African Economic and Monetary Union (WAEMU). The Project Development Objective (PDO) is to improve country statistical performance, regional harmonization, data access and use and to enhance the modernization of the statistical system in West and Central Africa. The purpose of this U-ESMF is to guide the National Statistics Offices (NSOs) of the eight beneficiary countries and the three regional bodies in the identification, assessment and management of environmental and social risks and impacts during project design and implementation in accordance with the World Bank Environmental and Social Framework (ESF).
The Environmental and Social Commitment Plan (ESCP) sets out material measures and actions that the Recipient shall carry out or cause to be carried out, including, as applicable, the timeframes of the actions and measures, institutional, staffing, training, monitoring and reporting arrangements, and grievance management. The ESCP also sets out the environmental and social (E&S) instruments that shall be adopted and implemented under the Project, all of which shall be subject to prior consultation and disclosure, consistent with the ESS, and in form and substance, and in a manner acceptable to the Association.
The contents of this report constitute advice and recommendations provided by Directors general or Deputy directors general (the “Peers”) of the African Statistical System (ASS) to their counterparts (“Peer”) from a National statistical system (NSS) of the African Union Member States (the “Reviewed country”) in response to their request for assessment.
